Coalition of Northeastern Governors (CONEG)
CONEG is a forum through which the Governors and their senior advisors keep abreast of national and regional policy and program initiatives important to the economic, environmental, energy and social well-being of the Northeast. CONEG works with the governors and their staff and policy advisors to examine current and emerging regional issues, develop effective solutions, and undertake cooperative actions that benefit the individual state and the region. In the region, states use CONEG as a forum to share information, learn from each other about “what works,” and identify opportunities for cooperation among the states. In Washington, CONEG assesses and reports on federal issues that affect the region and communicates the region’s priorities to federal officials. The priority policy areas for CONEG are integrated regional transportation systems, improved regional passenger rail, energy efficiency, clean energy, changing regional energy markets, comprehensive strategies to address climate change and its impacts, and the Low-Income Home Energy Assistance Program (LIHEAP).
CONEG committees help identify, monitor and advise the governors on regional concerns and policies. The CONEG Advisory Committee, with a member named by each governor, oversees all CONEG activities including policies, correspondence and program activities. Program committees, composed of senior state agency officials, work with CONEG staff and the Advisory Committee to bring substantive policy and program expertise into the analysis of regional, national and federal issues. Current CONEG committees and working groups encompass transportation and rail, energy, and the environment. The CONEG Transportation Policy Committee, with its focus on integrated transportation networks and intercity passenger rail, has membership from Maine to Maryland.
CONEG Policy Research Center Inc.
The CONEG Policy Research Center, Inc. (Center), a 501(c)(3) non-profit organization, is the staff arm to the CONEG Governors. Staff works with the Advisory Committee and other committees to identify regional concerns, formulate regional perspectives, and carry out regional programs on behalf of the governors.
NEG/ECP: Beginning in 2012, the Center staff provides secretariat support to the separate Conference of New England Governors and Eastern Canadian Premiers (NEG/ECP), a special relationship of the six New England governors and the premiers of New Brunswick, Newfoundland & Labrador, Nova Scotia, Prince Edward Island, and Québec. Through its annual governors and premiers conference, and the work of various joint committees of state and provincial officials, these states and provinces share ideas and advance common interests in such areas as energy, environment, economic development and trade.
Northeast Committee on Environment: The Center provides secretariat support to the Northeast Committee on Environment, an informal association of the seven states’ environmental commissioners.
Northeast Corridor Infrastructure and Operations Advisory Commission: The Center staff provides staff support to the governors’ representatives to the Northeast Corridor Operations and Infrastructure Advisory Commission.
